looking at that chart, it's interesting that even in the last two years... the decline... the murder rate was STILL higher than it had been before the green line.
All fairness to Dinkins the Crack epidemic came roaring into nyc in the late eighties. If Guilliani was the mayor at that time would have had the same homicide rates . Took NYPD a few years to figure how best to deal with it. By the time Guilliani came in the crack craziness was subsiding. I know I was there .
To his credit, Dinkins started the process of rebuilding the ranks of the police force. It was that force that Giuliani used to such great effect. It was much like McClellan building the Army of the Potomac for Grant to employ or Harold Brown and Jimmy Carter building the armed forces for Ronald Reagan to use. For all their logistical prowess, McClellan, Dinkins, Brown and Carter lacked in the operational arts.
What Rudy Giuliani managed to accomplish 30 years ago, won't be possible these days in the era of camera phones. It's impossible to make an omelet without breaking a few eggs and a single case of police brutality will create a PR disaster for Tough on Crime politician. So it's doubtful that the next GOP mayor will follow through on his/her pre-election promises.
