My guess: because the lunatic, inarticulate Left has redefined the term "top" to refer to "upper body" when referring to the current grisly & medieval fashion of horribly maiming confused young girls for life. the hard-Left programmers have incorporated this corruption of the language into the "flagging architecture".
Therefore, Twitter is redefining "top model" as being a model who is displaying a horribly maimed upper body....hence the "sensitive content" warning.

Given the fact that untold legions of Leftists seem to spend vast portions of their lives lying awake in their mother's basements, trying to figure out ways of harming Ann Coulter in any conceivable way...which frequently involves taking her words completely out of context... I think it's absolutely likely that their fevered and hysteria-driven chatrooms sent out missives to their mindless soldiers on Twitter to mass-report Ann's post in the hopes of triggering the algorithm. Being fellow-travelers, they could reasonably assume that their programmer comrades had included 'top surgery' as a flagged keyword phrase, and 'top model' could be close enough that a mass-reporting campaign was enough to activate Twitter's flag function. It may even be the case that "top model" is a flagged phrase in its own right, given the pride Leftists feel in parading the most extreme aspects of their depravity for all to see. They are undoubtedly giggling gleefully in between tokes on their meth pipes, and are cheering themselves for their bold strike against 'fascism'.

So Ann, if the tweet was made in error you can appeal to the authority that issued the warning. This warning was not made ‘in error’ or it wouldn’t have been issued. There hasn’t been free speech in the US since maybe say 1910. Free speech is in a vise, squeezed into a tighter and tighter space until it’s life will be no more. Appealing a decision, complaining about censorship, pointing out the obvious is certainly critical but it doesn’t reverse the destruction of our free speech heritage. Reversing this subversive crap and dispatching the thugs who enforce this shit is the only way out. What’s left is only the method by which these facists are dispatched.
